DC has been populated enough to garner its own statehood long ago, especially considering citizens of DC aren't represented in congress.

DC was very intentionally left out of the equation. It’s meant to be the federal district. Not have its own state interests.

By design. The city itself represents the federal level. Can’t have conflicts of interest in the capital. If they ever wanted to change that it would make more sense to absorb dc into Maryland or Virginia anyway. It’s a city not a full state. Make it dc Maryland or Virginia. Than they’d vote and be represented by those states.
