Because if that’s the case that changes the framing of the story to where obviously the Republicans have full control of the failing, but if they need Democrat votes, then there still needs to be some kind of a compromise, regardless.

Republicans have 53 of 60 votes needed to pass the budget in the Senate. Democrats are demanding cut backs on Trump's dumb fuck bill from a few months ago, as well as protections for the ACA, and Republicans can easily give up those issues without a fight, but they don't want to Because they're afraid of illegal immigrants getting access to Healthcare. Allegedly.
